The Institute fulfills our mission using a variety of client focused approaches, including:

Evaluating programs and initiatives for foundations, nonprofit organizations, or government agencies
Conducting data collection and rigorous survey research to address a range of client questions
Performing qualitative research to inform innovative practices
Developing analytic methods used for social science research

The Rockville Institute has been approved by the Internal Revenue Service as a 501(c)(3) charitable, tax-exempt organization.

Scott Cody

President

Scott Cody, MA, is President of the Rockville Institute. Mr. Cody is a nationally recognized expert in evidence-based decision-making, is known for his innovative approaches to program evaluation and program improvement, and his ability to translate complex evidence into clear, actionable intelligence. His methodological expertise includes experimental and nonexperimental evaluation design, machine learning, microsimulation, rapid process improvement, and systematic reviews. As Westat's Human Services Sector Lead, Mr. Cody provides leadership in strategic planning and implementation as well as general oversight of two practices — Social Policy and Economics Research, and Education Studies.

Oswaldo Holguin

Vice President and Treasurer

In January 2024, Oswaldo Holguin, MA, assumed the role of Vice President and Treasurer at the Rockville Institute. With over three decades of finance experience, he has demonstrated strong leadership, the ability to build high-performance teams, and expertise in strategic planning and implementation. Mr. Holguin possesses comprehensive expertise across various financial functions, encompassing analysis and planning, contract management, corporate and global accounting, audits, treasury services, and pricing activities. Additionally, he successfully oversaw the corporate finance, financial services, and international accounting groups at prior organizations.

David A. Reesman

Secretary and General Counsel

David Reesman has been the General Counsel for the Rockville Institute for many years and, in May 2025, assumed the role of Secretary. Mr. Reesman has over 30 years of legal experience, providing business-oriented solutions and oversight to companies on a broad spectrum of legal disciplines, including corporate governance, employment, benefits, contracts, intellectual property, privacy, research integrity, risk management, and litigation.
